Edward Westfall is a retired U.S. Coast Guard officer and former California state emergency management executive, with expertise in maritime security, interagency and cross-sector coordination, and statewide disaster response.

Ed is Principal of East Quarry LLC, an independent consulting practice serving government, disaster resilience, and emergency management clients. He is a retired Captain in the U.S. Coast Guard, where over more than 30 years he held multiple independent at-sea commands and served in senior interagency and international coordination roles, including contributing to national maritime intelligence efforts, representing the Coast Guard at the Arctic Security Forces Roundtable in support of EUCOM's Arctic security mission, and serving as Executive Director of The Interdiction Committee. He holds the Coast Guard's Master Cutterman qualification.

Ed also served as a Governor's appointee at the California Governor's Office of Emergency Services (Cal OES), where he was Deputy Director for Response Operations, directing statewide emergency response coordination across all 58 California counties with FEMA, county and tribal partners, NGOs, and the private sector. He previously served as Cal OES Coastal Region Administrator, overseeing emergency management across 16 coastal counties and 500 miles of California coastline.

Ed serves on the Advisory Board of the National University School of Public Service and as Vice President of the Board of Trustees of the Lilac Preservation Project in New York City.
