Dave Wulf
Co-Founder and CEO
Dave Wulf co-founded the Center for Cross-Sector Coordination (CXC) in 2026, following his 30-year career leading Federal government organizations and programs in the homeland-security, law-enforcement, alcohol-beverage, and maritime arenas.
As Director of the Chemical Facility Anti-Terrorism Standards (CFATS) program at the U.S. Department of Homeland Security from 2011-2021, Dave led a team that worked collaboratively with industry members to enhance security at America’s highest-risk chemical facilities. Dave also served as DHS’s acting Deputy Assistant Secretary for Infrastructure Protection, leading public-private partnership initiatives across all 16 critical-infrastructure sectors. Following his service at DHS, Dave served at the Treasury Department, where he led regulatory, law-enforcement, tax-collection, and consumer-protection activities across the alcohol-beverage industry.
Earlier in his career, Dave spent nearly 12 years at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). At ATF, Dave established and led the bureau’s National Center for Explosives Training and Research, oversaw the ATF Canine Program, and served as the bureau’s Senior Counsel for Field Operations. He also established and led the bureau’s Office of Regulatory Affairs and served as ATF’s acting Deputy Assistant Director for Public and Governmental Affairs.
Capping his Federal career, Dave was commissioned as a Rear Admiral in the United States Maritime Service and was privileged to serve as Deputy Superintendent of the United States Merchant Marine Academy at Kings Point, New York. During his time at Kings Point, Dave raised the Academy’s profile; secured a groundbreaking agreement with the U.S. Army Corps of Engineers to modernize aging campus infrastructure; strengthened partnerships with the shipping industry and maritime unions; and worked with the White House to finalize an Executive Order on Restoring America’s Maritime Dominance. As a Boston native, Dave was very pleased to be at Fenway Park for the 2025 Secretaries Cup game, a thrilling 39-38 Kings Point victory over the U.S. Coast Guard Academy!
In addition to serving as President and CEO of CXC, Dave leads CrossStar Strategies, a strategic advisory firm that works with companies, trade associations, and public-sector institutions that are navigating complex regulatory, policy, and operational challenges.
Dave has two daughters and lives in Virginia with his wife, Debbi, and a vocal beagle named Molly.
